ปตท.กางแผนแก้ปัญหาคิวเอ็นจีวีแน่น ทุ่ม 5,000 ล้านบาท เพิ่มก๊าซฯ อีก 20% กว่า 1,600 ตันต่อวัน  มั่นใจเห็นผล 2-3 เดือนนี้ ระบุมาตรการรถยนต์คันแรกดันรถบ้านแห่แย่งใช้เอ็นจีวีพุ่งขึ้น 28% ชี้เพิ่มก๊าซฯ และปั๊มไม่สามารถแก้ปัญหาระยะยาวได้ วอนรัฐบาลปรับขึ้นราคาโดยเร็ว หลังขาดทุนหนัก คาดปี 2557 ยอดพุ่ง 1 แสนล้านบาท
 
             นายไพรินทร์ ชูโชติถาวร ประธานเจ้าหน้าที่บริหารและกรรมการผู้จัดการใหญ่ บมจ.ปตท. เปิดเผยว่า ปตท.เตรียมงบลงทุนไว้ 5,000 ล้านบาท เพื่อแก้ปัญหาคิวรอเติมก๊าซธรรมชาติ (เอ็นจีวี) นาน และปริมาณก๊าซฯ ไม่เพียงพอ โดยเพิ่มปริมาณก๊าซเอ็นจีวีอีก 20% หรือประมาณ 1,646 ตันต่อวัน เพื่อแจกจ่ายไปยังปั๊มเอ็นจีวีหลักทั่วประเทศ พร้อมกับเพิ่มปริมาณรถขนส่ง, ปั๊มเอ็นจีวี และหัวจ่ายขึ้นในอีก 2 ปั๊มเก่า ซึ่งจะใช้เวลาดำเนินงานในช่วง มิ.ย.-พ.ค.นี้
            ทั้งนี้ ปัญหาที่เกิดขึ้นไม่สามารถแก้ไขได้สมบูรณ์ในระยะยาว เนื่องจากพบว่ามาตรการรถยนต์คันแรกของรัฐบาลส่งผลให้รถที่ติดตั้งเอ็นจีวี ออกสู่ท้องถนนเพิ่มขึ้นถึง 250 คันต่อวัน  จากปี 2555 มีรถยนต์ติดตั้งเอ็นจีวีรวมทั้งสิ้น 3.7 แสนคัน หรือเพิ่มขึ้น 25% เมื่อเทียบกับปี 2554 ส่วนปริมาณการใช้เอ็นจีวีในปี 2555 สูงถึง 8,000 ตันต่อวัน จากเดิมอยู่ที่ 6,000 ตันต่อวัน  และคาดว่าสิ้นปี 2556 จะมีการใช้เอ็นจีวีรวมถึง 9,000 ตันต่อวัน ทำให้ในอนาคตอาจต้องนำก๊าซธรรมชาติเหลว (แอลเอ็นจี) เข้ามาใช้แทน และส่งผลให้ต้นทุนเอ็นจีวีสูงขึ้นอีก

            “เกิดปัญหารถบ้านติดตั้งเอ็นจีวีเข้ามาแย่งใช้เอ็นจีวีมากขึ้นถึง 28% ของรถยนต์เอ็นจีวีทั้งหมด ขณะที่รถบรรทุกมีเพิ่มขึ้น 24% รถแท็กซี่เพิ่มขึ้น 15% และรถโดยสารเพิ่มขึ้น 9% ซึ่งกลุ่มรถบ้านเป็นต้นเหตุของปัญหาคิวเติมเอ็นจีวีแน่น เพราะมาแย่งเติมเอ็นจีวีกับกลุ่มรถแท็กซี่ในช่วงเปลี่ยนกะเวลา 12.00-16.00 น. ดังนั้นแม้จะเพิ่มปริมาณก๊าซฯ ขึ้น ก็ไม่สามารถแก้ปัญหาคิวเติมแน่นได้เบ็ดเสร็จ” นายไพรินทร์กล่าว

            นายไพรินทร์กล่าวว่า การแก้ปัญหาระยะยาวจำเป็นต้องปรับขึ้นราคาเอ็นจีวีจากปัจจุบันจำหน่ายต่ำ กว่าต้นทุนอยู่ที่  10.50 บาทต่อกิโลกรัม อย่างไรก็ตาม ปตท.ได้ส่งแผนการปรับปรุงเอ็นจีวีให้กระทรวงพลังงานพิจารณาแล้ว และต้องการให้มีการปรับขึ้นราคาให้สะท้อนต้นทุนที่แท้จริงโดยเร็ว เพื่อลดปัญหาการขาดทุนของ ปตท.ที่มียอดขาดทุนสะสมตั้งแต่ปี 2547 จนถึงปัจจุบันอยู่ที่ 6.2 หมื่นล้านบาท และหากไม่มีการเปลี่ยนแปลงราคาจำหน่ายจนถึงปี 2557 จะทำให้ยอดขาดทุนพุ่งขึ้นสูงสุดถึง 1 แสนล้านบาท และเป็นอุปสรรคต่อการดำเนินธุรกิจเอ็นจีวีของ ปตท.ต่อไปด้วย
